I don't think there is a graph map of who can talk to who. But each instance has a link at the bottom of the pages called Instances where you can see the linked and blocked instances.

Linked instances are the ones that are not blocked.

It's slightly more complex than the above AFAIK...
It's instances that the present instance actually knows about that it's willing to communicate with. There might be other instances out there that the instance doesn't know exist. The instance might also be set to communicate only with specific allowed instances, then that probably contains only those instances.

There is no site that currently does this. If you want one badly enough, you should make one.
I want one too, damnit. But it seems like it'd be a ton of ongoing work.
