Can it really be targeting when the broader "manufacturing West" basically self sabatoged from 2010 onward when it comes to batteries and electrification?

It's not so much China "targeting dominance", it's that theyre walking in an open lane which western countries ceded decades ago. And it's a lane paying crazy dividends. Dividends which were obvious 60 years ago.

This is mostly just western countries refusing to do anything material to shift from petroleum economies.
